Sinopec Beihai Refining & Chemical Co., Ltd. (BRCC), the only refining and chemical enterprise of Sinopec in the southwest China, is located in the Industrial Zone of Tieshangang District, Beihai, Guangxi, China. The company currently owns 12 sets of major production units and 44 sets of auxiliary systems including sewage treatment plant and waste heat recovery plant. Moreover, its supporting facilities as 3.2 million cubic meters Commercial Crude Oil Reserve Depot, Beihai-Nanning Refined Oil Pipeline Project, and Zhanjiang-Tieshangang Crude Oil Pipeline Project are constructed simultaneously. With the capacity of processing 5 million t/a crude oil and producing 200,000 t/a polypropylene, BRCC mainly produces refined oil products, petroleum coke, sulfur, polypropylene, benzene, liquefied petroleum gas (LPG) and naphtha, which makes BRCC the most important energy production base in Guangxi Zhuang Autonomous Region. 

Originally named as Beihai Petrochemical Factory, BRCC was established in 1989, capable of processing 600,000 tons of crude oil per year. Beihai Petrochemical Factory was incorporated into the China Petroleum & Chemical Corporation as Beihai Branch in July 2002. According to Sinopec’s strategic plan, the Preparatory Group for the Beihai Refining Off-Site Reconstruction Project was established on July 21, 2009 with the purpose of implementing Beihai Petrochemical Project. Civil works of the Project were started on March 3, 2010, and the 1st Phase of the Project was fully completed and transferred to BRCC in the late September of 2011. On January 1, 2012, the whole complex started to run and put into successful operation. On December 31, 2011, the Preparatory Group for the Beihai Refining Off-Site Reconstruction Project was combined with Beihai Branch of Sinopec, forming into Sinopec Beihai Refining & Chemical Co., Ltd (BRCC). 

With the development philosophy of building a large-scale, advanced, serial and integrated complex, and sticking to the principle of Green and Low-Carbon De velopment, Energy Conservation and Environmental Protection, BRCC boasts advanced technology and equipment as well as an excellent management team. Its production plants take united arrangement which is convenient for centralized control and management by talented stuff. 

Since the complex is designed with high crude oil processing adaptability, it is capable of producing high-quality refined oil and chemical products out of high-acid sour crudes, while the refined oils produced all reach the Euro Ⅳ standard, sulfur is up to the standard of food grade, and products such as LPG even have higher quality than the national standards. Besides, the sewage discharged reaches the National Grade I Emission Standard, with over 90% of waste water reutilized, making its clean production up to the world-class level. The 2nd phase of project will further optimize the whole process and perfect auxiliary facilities so as to achieve the target of constructing a refining and chemical integrated project with 10 million t/a crude processing capacity.
