Sinopec Hainan Petrochemical Co., Ltd. (hereinafter referred to as “Hainan Petrochemical”) is located in Yangpu Economic Development Zone in the northwest of Hainan Province. Yangpu Economic Development Zone, close to the Beibu Bay with good natural deep water ports and lee ports, is located in Singapore-Hong Kong-Shanghai-Osaka International Ocean Shipping Line, with advantages of geographical and seaborne conditions. Hainan Petrochemical also enjoys the preferential policies of national-level development zone, special economic zone, bonded area and bonded harbor district. 

On June 3, 2003, Sinopec Hainan Oil Refining Preparation Team was established. On April 26, 2004, the foundation stone for Hainan Oil Refining Project was laid. On September 28, 2006, after one-time successful commissioning, the whole production facility was put into commercial operation. 

Hainan Petrochemical has an annual crude oil processing capacity of 8 million tons. It has 17 sets of oil refining and petrochemical production units as well as the corresponding oil storage and transportation facilities and utility systems, including 8 million tpa atmospheric and vacuum distillation, 3.1 million tpa catalytic raw material pretreatment, 2.8 million tpa heavy oil catalytic cracking, 800,000 tpa desulfuration and de-mercaptan, 600,000 tpa gas fractionation, 100,000 tpa MTBE, 1.2 million tpa continuous reforming, 200,000 tpa isomerization, 1.2 million tpa hydrocracking, 60,000 standard cubic meters per hour hydrogen production, 2 million tpa diesel hydrorefining, 300,000 tpa and 700,000 tpa aviation kerosene hydrorefining, 80,000 tpa sulfur recovery and solvent regeneration, 180 tons/hour acid water stripping, 200,000 tpa polypropylene, as well as a 80,000 tpa JV styrene plant. 

Hainan Petrochemical widely adopts the latest oil refining and petrochemical technology, with technological process solutions for atmospheric and vacuum distillation - catalytic raw material pretreatment - heavy oil catalytic cracking / hydrocracking. Catalytic raw materials undergo the hydrogenation pretreatment, with the intermediate fraction full-range hydrogenation as well as aviation kerosene and diesel hydrorefining. This process is advanced in terms of light oil yield, product quality, clean production and environmental protection. 

Hainan Petrochemical strictly follows the principles of “intrinsic safety”, “energy saving and emission reduction” and “zero leakage, zero pollution”, with treatment and recovery of all acid water generated by production equipments, sulfur recovery of acid gases, and hydrogenation of exhaust tail gases from sulfur recovery, and carries out pollution control on the whole process from production as well as effective governance on the “three wastes” generated during the production. 

Hainan Petrochemical mainly processes imported crude oil and its own deep water dock is located in Yangpu Shentou Port Area with 5 berths capable of storing 300,000 tons of crude oil and 100,000 tons of oil products. Its annual throughput can reach over 25 million tons. It can store 1.10 million cubic meters of crude oil and over 700,000 cubic meters of finished products and semi-finished products as well as corresponding transport and conveyance facilities. It mainly produces and sells various petrochemical products, including gasoline, diesel, aviation kerosene, naphtha, benzene, LPG, fuel oil, polypropylene and styrene. All the gasoline and diesel products reach the EU III standards, which are mainly sold to regions such as Hainan Province, South China, Southwest China as well as Hong Kong, Macao and other regions, and are directly radiated to the Southeast Asia markets. Since September 2006, the Company has been exporting and selling gasoline, diesel, aviation kerosene, CNG for vehicles, sulfur and MTBE products to Southeast Asia, Hong Kong, Macao and many other countries and regions. 

Hainan Petrochemical has a flat company structure, a simplified management organization, comprehensive responsibilities for each job position. The auxiliary services (including maintenance and repair, storage and logistics, communications and transportations, and logistic service, etc.) have been outsoured, so that the company has a streamlined core business and optimized labor usage. 

Since the start of commercial operation, the Company has been making efforts to tackle the potentials and carry out meticulous management. As a result, many technical indicators of Hainan Petrochemical reach the domestic leading level such as light oil yield, environmental protection, energy consumption and economic benefit. For three consecutive years from 2009 to 2011, the Company has been ranking the 1st among 10-million–ton refineries in Sinopec in terms of profit per ton of crude oil processed. The Company has won the national “May 1 Labor Certificate” as well as the honorary titles of “National Spiritual Civilization Advanced Unit”, “National Safety Production Advanced Unit”, “One of the Top 10 Meritorious Enterprises for the Industrial Economy Development of Hainan Province” and “One of the Top 10 Models with Enterprise Social Responsibility in Hainan Province”. The Party Committee of the Company has won the honorary titles of “National Advanced Basic Party Organization” and “Hainan Provincial Advanced Basic Party Organization”.
