Heilongjiang Petroleum Branch of SINOPEC Corp. (China Petroleum & Chemical Corporation) (hereinafter referred to as Heilongjiang Petroleum Branch) was re-organized and established based on original Northern East Heilongjiang Branch of SINOPEC Sales Co. Ltd on January 1, 2010 through system reform in accordance with overall development strategy defined by headquarter. 

Currently, as the sole company of SINOPEC in Heilongjiang Province, Heilongjiang Petroleum Branch has predominantly engaged in the wholesale and retail of finished oil like gasoline, diesel, kerosene, lubrication oil, etc as well as non-oil business, under which there are 6 regional & municipal companies, with business covering cities like Harbin, Qiqihaer, Daqing, Jiamusi, Mudanjiang as well as Suihua and Ha-Shuang, Ha-Tong, Ha-Da loop expressways. 

Since the system reform, Heilongjiang Petroleum Branch has always taken development as the first priority, with focus on enlarging the market influence and enhancing the competitiveness. Internally, the Company has strengthened the management, having fully implemented the first class standards of “standardization of image, normalization of operation, militarization of management, and humanization of services”; externally, the Company has enhanced coordination of public relations and actively communicated with local government so as to set up new image of SINOPEC in Heilongjiang Province. At the same time of building the enterprise larger and stronger, Heilongjiang Petroleum Branch has tried the best to service for local economic construction and development of Heilongjiang, fulfilled the duty and responsibility of large state-owned enterprise in real earnest, and has won wide social recognition and acclaim.
