He currently serves as Executive President and Party Secretary of CPC Committee of China Mergers & Acquisitions Association, Member of Academic Committee of the China Capital Market Society of China Securities Regulatory Commission, Independent Director of Industrial Bank Co., Ltd., Director of Farsoon Technologies Co., Ltd., Independent Director of CNFinance Holdings Limited. Mr. Xu previously served as Deputy Director of the Department of Development Planning of the State Development Planning Commission, Director General of the Department of Fiscal and Financial Affairs and Director General of the Department of Development Planning of NDRC, Director of the China Center for Urban Development, Independent Director of Zhejiang Crystal-Optech Co., Ltd.,  Beijing GeoEnviron Engineering & Technology, Inc and Guomin Pension Insurance Co., Ltd., External Supervisor of the Supervisory Committee of Bank of Beijing, Chairman of the China-U.S. Green Investment Management Co., Ltd. In June 2024, he was elected as Independent Director of Sinopec Corp.
