SINOPEC Tech Middle East LLC (hereinafter referred to as the “STME”) was established in 2017 and fully funded and constructed by Sinopec Corporation, located in Dhahran Techno Valley, Dammam, Saudi Arabia. 

STME is the second oversea R&D institution of Sinopec. Its functions include but not limited as technical R&D center and support hub for upstream, downstream, new energy developing in the Middle East. It also serves as a key window for external technical exchange and cooperation, and as an integrated platform for promoting Sinopec’s specialized technologies and high-end products in middle east region . The Center is responsible for coordinating and organizing the development of core technologies in oil and gas exploration and production, petroleum engineering, refining and chemical engineering, and new energy. It aims to drive high value-added services and premium product entry into middle east market through scientific research and provide localized production and technical support services in compliance with regional standards.

Main responsibilities include:

Monitoring global technology trends, leveraging overseas resources, research infrastructure, innovation ecosystems, and talent markets. It focuses on demand-driven innovation, overcoming key technical bottlenecks, and accelerating the development of specialized technologies.

Responding to the development needs of oil and gas exploration and production, petroleum engineering, refining, and new energy in the Middle East by coordinating domestic R&D resources to carry out integrated research and deliver practical solutions.

Following a market-oriented approach, the center supports Sinopec’s specialized technologies and high-end products in entering the Middle East market by ensuring compliance with local standards, enabling localized production and after-sales services, and establishing a regional technical support platform to facilitate integrated international operations.

Supporting the transformation and upgrading of engineering services in petroleum and refining from labor-intensive to technology-intensive models and promoting the expansion of high value-added technical services.

Organizing technical exchange events in the Middle East and coordinating participation in key regional exhibitions and conferences. The center actively promotes the "going global" of SINOPEC’s advanced technologies and the "bringing in" of cutting-edge foreign technologies, building a Sinopec platform for technology exchange and cooperation that is based in Saudi Arabia, covers the Middle East, and radiates to Africa and Europe.

Assisting SINOPEC in cultivating and attracting high qualification professional and international business management talents.
